My opinion on position in the Russian children''s cinema
In my letter it is a question of an impasse with manufacture of domestic television films for children. In 2002, you, Mr. Vladimir Vladimirovich, collected meeting concerning development of a children''s cinema and about the decision of problems of children''s homelessness. Heads of television channels, lovely smiled to you, reported, promised, but have made nothing and are not going to to do. Heads of television channels lay to the president, lie, and will lie, because it is absolutely uninteresting and unprofitable to be engaged in manufacture of children''s films. And to be engaged in homeless children to heads of television channels there is no time, after all their personal children do not concern this category.
In March, 2002 would wash the scenario of 2 serial art television films for children "I in loaders has gone �" (as I was explained in words by officials of the ministry, and even have congratulated) there has passed the most severe creative competition in the Ministry of Press of the Russian Federation.
However the monetary grant to me have not given (have asked to reduce the estimate, to find known and reliable studio to which could entrust money for statement). About allocation of the grant at a rate of 50 % and speech was not. I have reduced the estimate, have found support of the famous studio "Fora-film of M" (the head And. V. Razumovsky). I have a good response about the project of the Ministry of Public Education of the Russian Federation.
And suddenly the situation has sharply changed. Officials of the Ministry of Press began to lay down before me impracticable conditions. Have started talking about grant allocation only at a rate of 50 %.
In my film the subject of destiny of the presented child merges with a problem children''s vagrancy. The Protagonist and met to it on a course of life the homeless child from the Siberian backwoods solve the children''s problems, not addressing for the help to adults. I think, acts of my screen children in aspiration to help each other, should prompt to a society that is necessary and should do with children''s homelessness. The answer to it a film gives idle time: NOT to STRUGGLE, And to HELP! To each of us.
My scenario, washing a creative invention of anybody from television officials does not interest. For all these years I have achieved only verbal approval of my project by officials of Federal agency on the press and mass communications. Now me ask to find the sponsor already on 30 % of the necessary sum for film statement but where to take this money, mind I will not put? Any television channel does not shoot children''s films (in them advertising is forbidden and you will not make "grandma" on children''s cinema). Therefore channels are engaged in criminal serials which bring in to television channels the financial income.
To whom the Federal agency on the press gives out 100 % monetary grants? Probably, native, familiar and familiar acquaintances. Leaves, at Federal agency on the press on manufacture of children''s films of money is not present. As, however, there are no also demands for manufacture of children''s films. My project � the unique project on manufacture of a children''s film which appeared at Advisory council session twice, but and has not received monetary support.
I was convinced, that on TV incompetent, indifferent people are engaged in the organization of a children''s announcement. For example, 1st channel of TV essentially is not engaged in manufacture of films for children. As, however, and all other channels... Heads of television channels not to reach to the mere mortal, not without reason them own subordinates name "inhabitants of heaven".
My project is supported by studio "ApriksStar" (head V. N. Harchenko), studio "Fora-film of M" (head A. V. Razumovsky). In federal agency on the press, probably, have considered, that the Fora-film of M (private studio) will pay half of cost of the project... I Think, as in the device of Federal Agency on culture and cinematography the system of delivery of grants "close operates, native and well familiar" � I do not exclude also probability of allocation of grants by a principle the free money. I approve recent resignation of the head of agency M. E. Shvydkogo.
Dear Vladimir Vladimirovich! In 2005 I as the crow flies to communication with the President wrote you the letter of similar character. It from Administration of the President have sent to the Government of Moscow. In the beginning of 2006 to me home has called the Chief of department of planning of television movies of Committee on telecommunications and mass media of of Moscow of Ivanova Tatiana Georgievna and has offered me the help and support. She has suggested to take part in competition of 2007 Call T.G. Ivanovoi has inspired me, I have believed, that my scenario have read, that it has liked, that in Committee on telecommunications have seen prospect of creation of not ordinary children''s film in my statement. One and a half year I regularly called up to T. G. Ivanovoi. And, as it has appeared, it is vain
In September of last year we together with A. V. Razumovsky have made an application on competition of Committee on telecommunications and mass media of of Moscow on a children''s prize. 3 scenarios of children''s films appeared in the demand, including, and mine: the 2-serial television movie for children I in loaders would go But very soon demand of studio A.V. Razumovsky "Open Company SinemaForaKlub" which contained 3 children''s scenarios, it has been debarred from competition for the reason of "discrepancy of the application form for participation to requirements of the competitive documentation�. Leaves, A. V. Razumovsky''s assistants for the demand have put in an envelope not those papers?
Leaves, call �. G. Ivanovoi to me home was mere formality? Or she has not read the scenario of my film and other documents enclosed to my letter to the President before me to call? I was convinced of formal actions of officials of Committee on telecommunications. The actual help and support of committee I have not received My scenario read nobody, simply have not admitted before competition. My creative project has an original creative highlight that, I think, is not present in those scenarios to which have already given grants. I think, that in jury structure people who "have given OK" to scenarios of "the people�, "strangers" they have been invited do not admit to a monetary feeding trough which are called as "grants". Me, except A. V. Razumovsky, in Moscow nobody knows.
I yet did not hear from one person, that at me the bad scenario. I authentically know, that, my scenario, for example, have very much liked Marlen Xushiev which sits at Rospechat Advisory council. And A.V. Razumovsky scrupulous art taste, it is difficult for liking as a script writer.
My fellow students on VGIKu were Alexander Rogozhkin and Alexander Sokurov. Today they are masters in the Russian cinema! All my jobs which have been removed to, were shown on the Central TV. All mine jobs (even the educational!) were shown on Central TB twice. But I have taken offence at master S. A. Gerasimov who on distribution has offered me job on a military film studio, instead of on studios of M. Gorkogo. There was a small scandal at level of the Central Committee of the CPSU. The communistic management in any measure has interceded for me, having obliged State cinema to give out me though any distribution to job on a specialty. Me have banished to Kazakhstan where I was necessary to nobody. Further the Russian cinema has collapsed. That is why I did not manage to arrange in time the creative destiny.
My letter to you attempt to tell about a true situation with manufacture of modern films for children in Russia. And attempt to prompt how to solve this uneasy situation? And attempt to get concrete support to own film.
Dear Dmitry Anatolevich! I consider, that it is necessary to make �green street� to a children's cinema. To finance at a rate of 100 % and it is unconditional. It is necessary not to oblige, but in every possible way to encourage display of new domestic children''s films by television channels. At you a heap of advisers and assistants. A flag it in hands, they can solve this problem if will want!
In my film it is a question of the nation future, about moral principles of the future citizens of Russia. It is a shame to regret kopecks on education of own children and to spend millions dollars for serials which anybody in the future and will not recollect!
I will be, is shaken, if my letter puts my business in motion. If in administration of the President or in any department there will be an official who will understand me, as the professional, as the tutor of own children, the interested person that its children looked good domestic children''s films, instead of bloody horror films.
I sent a fax to the Chairman of committee on telecommunications and mass media of of Moscow of V. I. Zamuruevu with the request to fulfil the promises on rendering to my project of the financial help. Sent the message to the mayor of Moscow U.M. Luzhkov. All is vain! I feel deceived, I feel the boy from S.Bondarchuk''s film "Sereja" to which the uncle has stretched a candy. Instead of a sweet the boy has received an empty piece of paper
I the talented children''s director, well am able to work with children on a creative platform. My pupils were in due time: Boris Shcherbakov (former actor MXATa), Eudoxia Germanova (O.Tabakova''s theatre) and her sister Love Germanova, Belarus actor Jury Kazjuchits and many other things
Vladimir Vladimirovich! You have organized and finance new children''s channel "Bibigon". You have allocated recently the financial grant to the odinnadtsatiklassnitse-animator from a province. It turns out, what you are a unique person who cares of development of children''s cinema in Russia?!
Has tried to appeale for support 2 the new minister of kultura, AOTS my message will reach it?. Earlier from its office gained the extensive formal reply from the officer which one a lack of time to be occupied by children's films, spiritual education of countrymanen and kultura on a broader scale...
The new minister of kultura has promised revolution in motion pictures, has threatened television channels supposedly I will introduce for you the order! Has ME2 thought: well, at last, has discovered the adherent!
However from the Director of Department of cinematography of Mr. S.A.Zernov I one of the first have learned, that: "... The present Ministry of kultura of River F does not concern problems of job of television channels and telemanufacturings by which one the Ministry of Communications of River F" now is occupied
Gets out, mister A.A.Avdeev needs to transfer to job in the Ministry of Communications to confirm the declarations for putting in order on the Russian television and coercion of this in correspondence to the state commitments! Really deputies of the State Duma and journalists of mass-media do not know: who to whom is subject? Also what "empty" declarations of the new head of Ministry of culture are beyond its competence? It is a pity, but more narrow now it is clear, that useful to the Russian cinema of revolutionary change-overs the proximal years will not be! The crop ministry can quite make a decision ABT escape 4 surveys of my film of all total. After all "Rospechat" is subject to the crop Ministry. But Mr. S. A. Zernov, probably, does not know about this auxiliary subordination. However, most likely, he simply has not wanted to strive for my film before the new minister. What for? Well, children of my Gud children's film what variance will not C?
Instead of the concrete help to me have AGN advised: "And, well, rise in queue for"outstanding", and AGN drive competition! The judgement of a term of Expert council of Rospechat, national actor Marlena Hutsieva more narrow anything also does not mean! And I after all did not appeal for in a letter to the minister of kultura of 100 % of a financial backing, I after all appealed for only 30 % from the film forecast. My request nobody has noted in the crop Ministry. I am not"is Gud familiar outstanding"judges, and anybody will not produce the state order to me. Lighter to gain the help, probably, from Leonardo di Caprio, than from Russian a film skew field of officers. Lords D. Medvedev, V. Putin, A. Avdeev! If I gain as soon as possible money for setting of the children's film from the state, it will mean state victory over official graft and the Russian bribery!
As the film director, I do not ask the personal blessings for myself, I do not ask apartment, the car, I simply want creative self-realisation. I the person talented! If I manage to remove this project, I think, that, further, television channels will search �creative friendship with me
